What this program is really about

DigitalWell Incubator is an incubation program for early-stage startups developing digital solutions that help the public sector meet growing challenges.

The program is designed for teams that want to gain access to public-sector knowledge, regulatory context and real needs, and better understand how public organisations operate, make decisions and collaborate with external actors.

Through structured support, peer learning and direct interaction with public-sector organisations, startups strengthen their solution, positioning and readiness for implementation within public-sector environments.

The context we work within

Public-sector organisations across Sweden and beyond are facing growing pressure. An ageing population, workforce shortages, rising expectations from citizens and increasing mental health challenges are reshaping how services need to be delivered.

At the same time, public organisations are expected to do more, faster and better, while operating with limited resources, stricter regulatory frameworks and increasing complexity. DigitalWell Incubator operates within this broader context, supporting startups that contribute to addressing these and other evolving needs within health, welfare and public services.

The program

  • DigitalWell Incubator is delivered as a structured incubation program designed to help startups understand and work with the complexity of the public sector.

    The program supports early-stage startups developing digital products or services that are relevant for regions, municipalities and other public organisations, with a primary focus on health, welfare and public services.

    Incubation is conducted in mini-batches to enable peer-to-peer learning and close interaction. The structure creates space for shared learning, reflection and exchange between startups facing similar public-sector challenges, while support is adapted to each team’s needs.

    DigitalWell Incubator is recognised by Vinnova as one of Sweden’s Excellence Incubators.

  • DigitalWell Incubator is designed for startups that:

    • develop digital solutions that help the public sector meet growing challenges

    • work within or adjacent to health, welfare and public services

    • want to gain access to and collaborate with regions, municipalities and other public organisations

    • are preparing to move from idea or early validation towards implementation, procurement or scaling in public-sector contexts

    The program is currently available to startups based in Sweden.

  • Participants in DigitalWell Incubator get access to:

    • structured incubation support adapted to public-sector contexts and complexity

    • access to feedback and dialogue with people working within public-sector organisations

    • access to guidance on public needs, decision-making processes and procurement logic

    • peer learning with other startups facing similar challenges

    • preparation for implementation and scaling within public-sector environments

Network & collaboration

DigitalWell Incubator is delivered within a strong ecosystem that provides startups with access to public-sector organisations, innovation partners and relevant expertise.

The program is run in close collaboration with DigitalWell Arena, a long-term innovation ecosystem for digital health and welfare, as well as public-sector actors across regions and municipalities. DigitalWell Arena connects public organisations, industry and academia to strengthen collaboration and support the development and implementation of digital solutions within the public sector.

Through these collaborations, startups gain insight into public needs, decision-making structures and organisational realities, enabling them to build solutions that are relevant, feasible and ready for implementation.
